More than 3,000 returned soldiers cut it by hand between 1919 and 1932, working with picks and shovels and blasting the harder rock faces; several died on the job.\u003c\/p\u003e\u003cp\u003eDrivers paid a toll to cross it until the state cleared the construction debt in October 1936 and removed the toll gate, handing over the finished road as a memorial to the fallen. Convicts laid the first stone pier at Point Gellibrand in 1852 and 1853, and the colony rebuilt it as a proper breakwater pier through 1859 to 1861 to handle the wool and grain trade sailing out of Melbourne.\u003c\/p\u003e\u003cp\u003eThe bluestone Timeball Tower on the point, built the same year that first pier went in, dropped a ball from its mast at exactly one o'clock every day until 1926 so ships offshore could set their chronometers against it. Gustav Weindorfer stood on the summit on 4 January 1910 with his wife Kate and two friends and said the mountain must become a national park for everyone; twelve years later, in 1922, the government proclaimed 158,000 acres from Cradle Mountain to Lake St Clair as a scenic reserve.\u003c\/p\u003e\u003cp\u003eCloud can close over the summit within minutes, turning a clear view into white nothing before hikers reach the cairn at the top; rangers ask walkers to turn back when that happens. Tour buses keep to that direction by rule, since the road narrows too far on some stretches for two coaches to pass; drivers going the other way round meet the whole tour fleet coming at them.\u003c\/p\u003e\u003cp\u003eOff Portmagee, reachable by boat from the ring road, monks built a stone settlement on the summit of Skellig Michael in the 6th century and lived there in beehive huts through Viking raids until the 12th century.
